The success of the company begins with the leadership. The officers of the company have over 100 years of combined experience with Owen and White, Inc. Their knowledge and expertise in their respective fields are unparalleled.

P. R. (Randy) Hollis, P.E.

Randy received a B. S. in Civil Engineering from Mississippi State University in 1978 and a M. S. in Sanitary Engineering from Virginia Polytechnic Institute in 1979. Randy has been with Owen and White, Inc. since 1983 and has been president since 1988. He directs all corporate business activities involving organization, management, finance, marketing, engineering, personnel and supporting services. He also provides overview of all design activities for water and wastewater facilities.
Theodore E. DeBaene, P.E., CFM
Vice President

Ted received a B.S. in Civil Engineering from the University of Notre Dame in 1961 and a MBA from Wayne State University in 1969. Ted has been with Owen and White, Inc. since 1971. He is responsible for analytical engineering studies and projects. He also directs and performs projects in hydrology, solid waste, feasibility and rate analyses, alternative systems analysis and project financing.
Roy A. Waggenspack, P.E.
Vice President

Roy received a B.S. in Civil Engineering from Louisiana State University in 1976 and has been with Owen and White, Inc. since that time. He directs field and office functions associated with engineering studies, design, drafting, specification writing, procurement, schedule and construction services. He consults with client on funds management, project changes, federal and state participation and construction contractor performance. He also coordinates start-up procedures, preparation of O&M manuals and consults with client on post start-up activities.
