TOBY J. FRUGE', P.E., CFM
President
Toby earned a B.S. in Civil Engineering from Louisiana State University in 2008, where he specialized in water resources. He started his career as a student intern at Owen and White, Inc. in 2006 and was promoted to Vice President in 2021. In January 2024, he became the President of Owen & White, Inc. and in addition to engineering, he now oversees all corporate business activities, including management, finance, marketing, engineering, and personnel. Toby is a licensed Professional Engineer in Louisiana, Mississippi, Texas, and Tennessee and is an active member of the Louisiana Floodplain Managers Association where he previously served as President.
DAVID W. KOZAN, P.E.
Executive Vice President
David received a B.S. in Civil Engineering from Louisiana State University in 1993. He has been with Owen and White, Inc. a total of 15 years out of an engineering career spanning over 25 years which has included work for a multinational firm. He has been Vice President since 2018 and is responsible for client management, drinking water and wastewater infrastructure studies, funding acquisitions, design team management, and construction project administration. David is a member of the American Water Works Association (AWWA). David is a licensed Professional Engineer in the state of LA, FL, TX, and TN.
P. R. (RANDY) HOLLIS, P.E.
Vice President
Randy received a B.S. in Civil Engineering from Mississippi State University in 1978 and a M.S. in Sanitary Engineering from Virginia Polytechnic Institute in 1979. Randy has been with Owen and White, Inc. since 1983 and has been President since 1988. He provides overview of all design activities for water and wastewater facilities. Randy is a member of the Water Environment Foundation (WEF), American Water Works Association (AWWA), Louisiana Engineering Society (LES), and American Society of Civil Engineers (ASCE). Randy is a licensed Professional Engineer in LA and MS.
ANNA GILBERT, P.E.
STEVEN A. LINDERMAN, P.E.
Project Manager
Steven received a B.S. in Civil Engineering from Louisiana State University in 2015, and a B.S. from Southeastern Louisiana University in Business and Supply Chain Management in 2009. He has been with Owen and White, Inc. since graduating from LSU. He manages projects from funding through design and construction in a variety of potable water and wastewater projects. Steven is a member of the American Society for Civil Engineers (ASCE). Steven is a licensed Professional Engineer in the states of LA and TX.
JOEY LUTZ, P.E
Anna Gilbert received a Master's degree in Mechanical Engineering from Vanderbilt University in 2015 and a Bachelor's of Science degree in Mechanical Engineering from the University of Tennessee at Martin in 2013. Anna specializes in mechanical design and analysis of pumps and piping systems. Anna is a licensed Professional Engineer in the state of LA.
Joey Lutz received a Bachelor's of Science degree in Civil Engineering from Texas A&M University in 2018. Joey is a well-rounded engineer who has experience in roadway design, potable water design, and stormwater projects. Joey is a licensed Professional Engineer in the state of LA.
